Citizen Student Creates Scholarship for Texas DREAMer

"Reyna is precocious about money, which her family continues to
closely budget, downgrading their cellphone plans and searching for
scholarships to help fund Reyna's next stop in life: college.  Her search
for scholarships included one specific requirement: the applications
could not require a Social Security number, which she currently does not
have.  On Memorial Day, Reyna found out that she had won exactly
such a scholarship from Make DREAMs Reality, a local campaign started by
fellow Manor Independent School District graduate, Audrey Vivar.  The
campaign was named after the DREAM Act (Development, Relief and
Education for Alien Minors Act), legislation that is intended to benefit
the children of illegal immigrants who entered the United States before
their 16th birthday, who are of "good moral character," and who have
earned a high school diploma.  The need-based $500 scholarship is awarded
